The Deregulation Act makes a number of changes to environmental legislation in order to reduce red tape. The Act enables the establishment of national technical standards under the Building Regulations. The Act also takes action to prevent planning conditions on development requiring higher standards of energy efficiency than required by the Building Regulations.
Further changes permit the unloading of gas at offshore facilities without a licence, provided that the facility is licensed. The power to establish noise abatement zones is also removed from local authorities and those established to date are repealed.
