The Government's Environmental Audit Committee (EAC) recently published 'Beyond Stern: From the Climate Change Programme Review to the Draft Climate Change Bill', in which they warn that, although some lessons have been learnt from the Government's failure to meet its 2010 carbon dioxide reduction targets, significant issues remain. Recommendations include: the toughening of UK's targets for 2020 and 2050; the strengthening of the role of the proposed Committee on Climate Change; and the inclusion international aviation and shipping emissions within the UK's targets.
