China is to spend more than $200 billion to clean up the environment after decades of rapid economic growth. State media says the money will be used to monitor and reduce polluting emissions and for a new system of emission trading. China's economy is booming but at a huge environmental cost, with up to 70 per cent of its waterways polluted and air quality in its biggest cities among the world's worst.
