Prime Minister's speech: climate change and the UK's low carbon economy. In his first major speech on the environment, the Prime Minister yesterday called for 'vision and determination' from world leaders to rise to the challenge of climate change. The speech outlined three pieces of legislation - the Climate Change Bill, the Energy Bill and the Planning Bill - and launched a Government statement on a Post-2012 framework to tackle climate change. Yesterday also saw the launch by Environment Secretary Hilary Benn of a new Green Homes Service, to provide a single point of contact for people seeking advice on reducing domestic energy and water use, greening their travel, and accessing energy grants.
